General Notice

Town of Cheraw (Owner) is requesting Bids for the construction of the following Project:

Cheraw Tank Farm Relocation

Bids for the construction of the Project will be received at the office of Town of Cheraw located at 200 Market Street, Cheraw, SC  29520, until December 17, 2020 at 2:00 PM local time.  At that time the Bids received will be publicly opened and read.

Bids must be submitted in sealed envelopes and clearly marked Cheraw Tank Farm Relocation on the outside for easy identification by the Owner and the Engineer.  Bids Submitted by mail, Federal Express, United Parcel Service, etc. must meet these same requirements and should be addressed to:

The Project consists of:

               The construction of a new tank farm containment structure (including helical piers) at the existing water plant with relocation of 5 storage tanks consisting of Fluoride, GPAC and Caustic; the addition of 6 new transfer pumps and piping and entrance drive.

Prospective Bidders may examine the Bidding Documents at the Issuing Office, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

All Bidders shall be registered Document Holders with Davis & Floyd, Inc.  Electronic copies of the Contract Documents may be obtained by emailing documents-FLO@davisfloyd.com.  Hard copies of the plans and specs will also be available by a request in writing to Davis & Floyd Inc., 181 E. Evans St., Suite 23, Florence, SC, 29506.  Bidders must submit a valid e-mail address, company name, physical address, mailing address, telephone and fax numbers with a company contact (name) with this request for documents to be considered on the official list of bidders.

There is no fee for plans and specs that are obtained electronically by emailing documents-FLO@davisfloyd.com.  A non-refundable fee of $200.00 will be required for each hard copy set of Drawings and other Contract Documents taken.

Bidding Documents also may be examined at the office of the Owner, Town of Cheraw, 200 Market Street, Cheraw, SC 29520; at the office of the Engineer, Davis & Floyd, Inc. 181 E. Evans St, Suite 23, Florence, SC 29506; online at AGC: IBuild Plans Online; and online at F.W. Dodge.

Each bid must be accompanied by a 5% bid security in the proper form and subject to the conditions provided in the Instructions to Bidders.  A Performance Bond and a Payment Bond each in the amount of 100% of the contract price will be required of each successful bidder.

In accordance with Section 40-11-100 of the SC Code, bids will be accepted only from properly licensed contractors for all general contracts costing $30,000 or more and all mechanical contracts costing $17,500 or more.

No bid may be withdrawn for a period of 90 days after the actual bid opening date.

This project is being funded in whole or in part by Rural Infrastructure Authority (RIA).

The Owner reserves the right to waive any informalities in bidding and to reject all Bids if it is in the Owner's best interest to do so.
